Abstract: Across the United States there is a homeless epidemic sweeping the nation. Although there is more and more research being done on how to control homelessness, no one city has been able to accomplish this difficult task. Most cities across the nation have been trying to control homelessness by initiating laws that make it very hard to be a homeless resident in the city. Examples of these anti-homeless laws are sleeping bans, seizing of person property, and citing people for feeding homeless residents. One city in the United States that is taking a different approach is Portland, Oregon.
